... Three Wisconsin college papers censor pro-life spring break ads
Three school papers, the Marquette University Tribune, the UW-Stout Stoutonia, and the UW-La Crosse Racquet refused to run Pro-Life Wisconsin’s spring break ad promoting abstinence and warning against the dangers associated with contraceptives. The ad encourages students to, “Make smart choices the night before…that way you won’t have any emergencies to deal with the morning after!” Pro-Life Wisconsin claims that Wisconsin schools have encouraged students in the past to stock-up on the morning-after pill for spring break. ... Upcoming April 1 st Spring Non-Partisan General Election
On Tuesday, April 1 st, the citizens of Wisconsin will be voting on a ten-year seat on the Wisconsin Supreme Court as well as a statewide referendum and a number of local non-partisan positions. The two Supreme Court candidates are incumbent Justice Louis Butler and the challenger, Judge Michael Gableman, a Burnett County Circuit Court Judge. The statewide referendum concerns the governor’s so-call Frankenstein Veto power. ... Embryonic Stem Cell Research Alive and Well in Wisconsin
UW-Madison is fighting to protect its patents on human embryonic stem-cell research. The patents recently upheld by the federal government cover almost all of the human embryonic stem-cell research in the country. Last week, the Governor announced that Madison will host the World Stem Cell Summit at the Alliant Energy Center this September. This year is significant for stem-cell research because it marks the ten-year anniversary since the University of Wisconsin researcher James Thomson isolated human embryonic stem cells. Despite the recent breakthrough last November in adult stem cell research, and the success of adult stem cell treatment compared to embryonic stem cell research, the anti-life science continues in Wisconsin. The Wisconsin Conservative Leadership Coalition is hosting the fourth annual 2008 Future Wisconsin Conservative Conference on April 5th at the Bluemound Gardens Conference Center in Wauwatosa, WI. The focus of the conference is Creating Wealth or Welfare and will features speakers such as Richard Viguerie, Tim Michels, Paul Ryan, Scott Walker, Reince Priebus and Bob Welch. ... US Supreme Court to take major broadcast indecency case for first time in over 30 years
The US Supreme Court has agreed to hear a case involving the violation of a Federal Communications Commission (FCC) policy that fines broadcasters for allowing the airing of “fleeting expletives.” Broadcasters, in this case Fox Broadcasting Co., are challenging the fines in court. The FCC says it has hundreds of thousands of complaints because of the expletives broadcast on public television. More…

... American Psychological Association appears to be changing its position on whether homosexuals are “born gay”
After leading a coalition that distributed a pamphlet to 16,000 public school superintendents earlier this year calling homosexuality a “normal expression of human sexuality,” APA’s latest pamphlet concedes, “There is no consensus among scientists about the exact reasons that an individual develops a heterosexual, bisexual gay or lesbian orientation.” More…

... Ford Motor Company meets conditions of agreement with American Family Association (AFA)
AFA announced last week that they are suspending their two-year boycott of the Ford Motor Company. Although careful not to claim full responsibility for an 8% average plummet in sales per month since 2005, AFA contends their boycott contributed to the loss. AFA started the boycott in two years ago because of Ford’s blatant support of the homosexual agenda. More…

The Ukraine Parliamentary Committee on the Issues of Freedom of Speech denounced the homosexual agenda and called on the state to oppose the promotion of homosexuality in Ukraine. The staunchly Christian country may face some significant hurdles gaining entry into the EU based on its outspoken opposition to homosexuality. More…

... Legislative Wrap-Up
The regular state legislative session ended on Thursday, March 13 th last week, according to Senate Joint Resolution (SJR) 1, the official agenda for the State Legislature. Below is a brief update on the list of legislation we’ve been following this session that was either passed and signed into law or died in committee with the end of the session.

SB 292, Human Trafficking Bill: creates a strong penalty for individuals and businesses engaging in human trafficking, and particularly the trafficking of children for sexual labor. Signed into law Wednesday, March 19 th by Gov. Doyle.

AB 377, Chemical Abortion Hospital Mandate: forces all physicians and emergency room personnel in every Wisconsin hospital to inform rape victims of Plan B (the emergency contraception pill that can cause chemical abortions), and administer it to a victim on her request. There is noreligious or conscientious exception in the current version of the bill. Signed into law March 13 th by Gov. Doyle.

SB 232/AB 467, Pharmacists, Contraceptives and the Definition of Abortion: requires every pharmacist licensed in the state to dispense a valid prescription for any contraceptive approved by the federal Food and Drug Administration (FDA), unless the prescription is contraindicated for a particular patient, subject to fine. Adopted by the Senate but was stalled in an Assembly committee and will most likely die there without any action because of the end of the session.

AB 710, The Partial Birth Abortion Ban: passed by the Assembly on a 59-38 vote on February 28 th. Unfortunately, it too is sitting in Senate committee and will not be voted on this session.

SB 398/AB 749, Wisconsin’s Criminal Abortion Ban Repeal: would repeal Wisconsin’s Criminal Abortion statue which has been moot since Roe v. Wade in 1973. A huge pro-life turnout in the Senate public hearing on the abortion ban repeal contributed to the stall of this bill in the Senate committee. It will not receive a floor vote.

SB 151, Medical Assisted Suicide: allows a terminally ill patient to request prescription for life-ending drugs from their physician. It ended up in committee and will not receive a floor vote.

SB 252/AB 492, Human Papillomavirus bill: started out as a vaccination mandate for the extremely dangerous and untested HPV vaccine. Under pressure from our organization and others, it evolved into a less harmful HPV education bill that still didn’t pass the Senate or the Assembly.

SB 460/AB 852, Family Planning Waiver bill: Sen. Glenn Grothman’s (R-West Bend) Family Planning Waiver bills would raise the age at which women could receive free “reproductive health care” (i.e. contraceptives) from 15 to 18. The bills did not even receive a hearing in either house.

SB 356/AB 651, Statute of Limitations: legislation that would entirely repeal the civil statute of limitations for childhood sexual abuse, which are set right now at 35 years of age for the victim in order to ensure the legitimacy of witnesses and evidence, will die without a vote.

SB 396, Virtual Schools Compromise: bipartisan compromise to legalize virtual public schools recently whose legal status was recently threatened by a court ruling. The bill was passed by both houses and awaits the Governor’s promised signature.

SB 42, Bullying Bill: broad-reaching bill that would allow the Department of Public Instruction to set up broad and vague definition of bullying. It was passed by the Senate on a voice vote but did not make it to the Assembly Rules committee for scheduling until last Thursday, the last day of the session and too late for a floor vote.
