The Governor signed the budget late last week, with a record minimum of 34 partial vetoes. The budget fails Wisconsin by expanding the Medicaid Family Planning Waiver Program. (See last week's Family E-Connection.) It also contains several “pork barrel” spending measures that benefit local districts throughout the state.
... West Bend library retracts decision to prohibit posting of flyer for pro-life event
Mary Weigand of West Bend contacted the West Bend Community Memorial Library to post information on its bulletin board about Life Chain, an annual October pro-life event. After a library employee accepted the flyer for posting, the library director called Weigand to tell her bulletin boards were only for educational purposes and the library prohibited "religious items" like her flyer. Weigand contacted Liberty Counsel who faxed a demand letter to the library, after which the library director posted the flyer on both bulletin boards. More...
... Federal case to overturn Wisconsin Law, the Inmate Sex Change Prevention Act
Three Wisconsin inmates are seeking to overturn a Wisconsin law that restricts inmates from receiving female hormones. The Inmate Sex Change Prevention Act, passed in 2005, was in effect until U.S. District Court Judge Charles Clevert placed an injunction on the law in early 2006. Inmates claim not receiving the hormones is a form of cruel and unusual punishment and violates their right to equal protection under the law. More...

... Berkely, MI citizens to vote on display of nativity scene at city hall
The city of Berkley, MI removed a nativity scene from city hall last winter after the American Civil Liberties Union (ACLU) threatened to file suit against the city, claiming the display was unconstitutional. Citizens organized Berkley Vote Yes and obtained enough petition signatures to place the issue on the November 6, 2007 ballot. Organizers believe this is the first time voters will decide whether to place a nativity scene in a municipal setting. More...

A pastor who sidewalk counsels regularly at an Oakland, CA abortion clinic reports that so-called "escorts" routinely physically and verbally assault pro-lifers to keep abortion-bound women from hearing about any abortion alternatives and help that is available for them. The Oakland city council is currently considering creating a "buffer zone" around abortion clinics that pro-lifers see as a means of silencing them. More...
... Freedom From Religion Foundation attempt to stop public funding of rehabiltation home in North Dakota for troubled young people
The Madison-based Freedom From Religion Foundation (FFRF) has filed suit against Dakota Boys and Girls Ranch, an organization that operates rehabilitation centers for troubled young people in Minot, Bismarck, and Fargo. Public funds provide 80 percent of its support; the remaining 20 percent support from private donations fund the religious aspects of the program, according the Ranch president Gene Haseman. More...
